How to track and audit commits in Gitlab with custom review process using the config API?

I have a scenario where we would like to track and audit changes made by different people, so we use Gitlab as our code repository. We would like to configure certain parameters to specific, predefined reviews:
1) All commits should be audited,
2) No +1’s allowed,
3) Only the commit author should have access to any specific review, and if anybody else commit with wrong access they should be notified as well.
We have tried the following config options in the gitlab.yml file:
